i try to call no answer and no answer from email too.

Did you check the provided phone number in the settings?

Depending on where you live, the format for your phone number might be set up in the wrong way, without you noticing, especially if you have to fill in the country code in front of your number.

Did you try to call the official Apple Support directly, and ask to be connected to the Developer Support?

yes i did that, but no answer from apple no by phone or email.

message from apple: We're trying to call you at the phone number you provided, but we're getting a busy signal. We'll try to call again soon.

my phone don't have any problem and meny people calling me with out any problem, and email answer is: We’ve received your support request and will get back to you in one to two business days. but no answer too.
