Grayed Page Opens instead of active Web Page

when I'm on a web page and open their link to find out about security & privacy using Safari, I often see the clicked page load then immediately change to a page with a grey background. The links on that page to managing cookie preferences, etc., do not work. I appears I can only read this page. This means I can't manage my privacy preferences for the site. How do I stop this from happening in the settings for iPhone or Safari?
