being charged twice for iCloud storage

I added someone to my apple one family plan with 2TB of iCloud storage but I am getting a separate bill of 2.99 for her iCloud storage even though the iCloud storage in the family plan is less than 5 percent used - what do I need to do so I do not get overcharged ?

MacBook Pro 17″, macOS 10.13

Ask that family member to cancel their subscription as described in Downgrade or cancel your iCloud+ plan - Apple Support
