are you simply saying the Mail.app is not functioning as expected?
what changed— did the macOS upgrade 'automatically' to the new macOS in your absences(?)
You can use the Connection Doctor>Show Details for some insight:

Rule out a sever issue, which is beyond your control—who ever your mail "provider" for issues.
Quitting the app and relaunching.
Rebooting the computer and compare your results.
If no insight or resolve—
For problem accounts the go to way to sort things out is to delete the account(s) from the Mail.app, then add it back.

Note—
IMAP accounts stay on the server, so no local loss, when you re-sync
POP accounts download and remove from the server—therefor save your inbox/sent box if you want them
“On My Mac" is just that, local folders you created and moved mail into. So no loss
