my iphone is eligible for Apple care +

can I buy it, as I bought the phone as second hand

Yes. If you are offered Apple Care+ in Settings in your iPhone, you can still set it up. In most countries you can set up Apple Care+ up to 60 days after purchase (purchased the first time), elsewhere it is 30 days. In China you have a maximum of 7 days.
