Where can we get a record or 1099 of all payments in and out of Apple Pay? I could not find anything on support.apple.com or other channels I have. Thank you!

You cannot. That's not an available feature. Apple Cash terms of service allow only private party transactions. Apple Pay transactions (credit, debit cards) would be conducted through a merchant account.
