Can't Encrypt Email Message Warning

The mail app on Ventura 13.2.1 keeps warning me that I don't have encryption certificates for my message recipients. I am not trying to send encrypted e-mail - why does Mail keep warning me about something I'm not trying to do?

The problem occurred when trying to send an unencrypted message. The solution was to turn off "Protect Mail Activity" in the Privacy tab in Settings. I found an article that reported that this setting interferes with Mail.app's usual interaction with S/MIME. I've not had a problem since turning this setting off.

I was able to find a fix. Long story short, you must get an S/MIME certificate installed so that you can purposely turn on encryption by starting an e-mail to yourself and then turn it off.
