Blocked person keeps sharing their location with me

Why can a person who I have blocked still share their location with me? I remove them from find my friends and block them but they are still able to share their location. I removed their location because I don’t want any type of connection with them hence why I BLOCKED them. Every time I delete their location they add it right back! It’s harassment!
