Someone listing my iCloud email at retail accounts

A person with the same first initial and last name is inappropriately applying my email to her account. I have sent returns to these emails advising it’s the wrong email, but it continues. Can someone from Apple contact this person? I have her name

Apple ID Email changed (Hacked ) Dear All, I got and email stating that my Apple ID email was changed. On the bottom of the email it states that if it wasn't me that changed I should change the password. So immediately tried to log in with no success it states that my email isn't associated with any Apple ID (that's because the hacker changed it ). This was an old Apple ID account so I didn't have 2fa setup on it. Nevertheless I find it hard to believe that apple doesn't have a solution for me. I have spoken to 3 support agents and all tell me that there isn't anything they can do. Does anyone here have any experience with this issue ? Many thanks !

Reply to : appleid_gben@email.apple.com - LEGIT EMAIL OR NOT? Hi I reset my password via icloud on my phone, and received an email confirming the change from 'appleid@id.apple.com' - all as expected. However - the same email has a 'reply to' address of: 'appleid_gben@email.apple.com' which seems odd as usually I would expect to see a 'noreply' email address? I have looked in forums - some say this is a scammer email - some say it is legit. I even called Apple and they weren't sure WHO CAN CLEAR THIS UP ONCE AND FOR ALL PLEEEEEAAASE!!
