Again, that's a carrier function. It could be yours or it could be theirs. Start by contacting your carrier.

Whoever you talked to at your carrier was trying to get you off the phone as quickly as possible. That ringing sound is generated by the carrier and no one else. Yes, I worked for a major U.S. cellular carrier for 20 years.

But, honestly, I'm not sure it's worth the time and trouble it would take to get your carrier's first-line people to transfer you to someone who could actually explain it.

Only your carrier could answer that.

Why doesn’t your phone ring when making outbound calls? What do you mean? Do you mean there’s no dial tone when ringing people?
