Whoever you talked to at your carrier was trying to get you off the phone as quickly as possible. That ringing sound is generated by the carrier and no one else. Yes, I worked for a major U.S. cellular carrier for 20 years.
But, honestly, I'm not sure it's worth the time and trouble it would take to get your carrier's first-line people to transfer you to someone who could actually explain it.
