What makes a shortcut an App Shortcut?

(Unfortunately, the Shortcuts app is not listed as a topic to assign this post to, so I selected "Using iPhone". 🤷🏻‍♂)

Below is a screenshot of the Shortcuts app. At the bottom you see a section "App Shortcuts". I would like to know how shortcuts end up under this section.

The apps that end up in the App Shortcut list have predefined app shortcuts. Now Apple's Voice Memos app is there, but I imagine it's so 3rd party apps can make their own shortcuts that you can use. In addition to Voice Memos, I also have Surfshark on the list, which gives me a quick option to select Connect and Disconnect. I can interact and launch functions inside a 3rd party app with a shortcut. That's what the App Shortcut list is for.

Thanks for showing an example of another app, besides Voice Memos, showing up there.

I also have several app-specific shortcuts, but they appear as normal shortcuts that I can file into a folder. I thought that maybe as soon as there are two or more shortcuts pertaining to an app, they might automatically get listed in the App Shortcuts list, but that is not the case, at least not with TradingView, for example.

I now see that I also have other apps that can execute shortcuts inside the app, e.g. Instagram. However, Instagram does not appear in the list as you can see. So it is probably something that the app developers themselves have to choose whether they want to emphasize that they offer shortcuts in their app. Can see that it is not so consistent, because basically it is the same options. One is just highlighted in App Shortcuts, and the other is hidden inside the App tab.
