Ipad Gen 7 frozen on restore screen

Hi. My husbands Gen 7 ipad was stuck at the apple logo. I connected to Itunes to try and restore it, without success. It is now stuck on the screen which shows the charging lead and a PC ( pic attached). Error 35.

I have connected it to both a Win computer and a mac, plus taken it to our local repair shop. They had no luck either and said to try Apple.

I have since replaced it with a gen 9 Ipad and want to sell this one on Ebay for parts as it is immaculate.


My question is this..........IF someone does manage to restore it, can I be sure that its completely erased and there will be no data on it????
