iPhone 8 updating issues

I updated my iPhone to ios 16.3.1 and I cannot activate the phone. Every time i connect the phone to my mac, it gives me the error message "Activations failed. The iPhone “iPhone” cannot be synced. The operation timed out." Can someone help me please? I have followed the instruction available in the support discussion but still that's not helpful as i cannot get the recovery screen as per the instruction. Picture 2 is the state of my phone where I'm stuck. I have restarted the phone several times.
