iCloud backup without access to the phone

I recently broke my phone and I had an iCloud backup but unfortunately it was not the most recent. I cannot back it up onto my MacBook because the phone will not fully power on. Is there any way to backup or access the phone and my photos that aren't backed up and save them without being able to turn the phone on?

How exactly would you define "broke"? What exactly happened?

Is this covered under warranty? You have a One-Year, Out-of-the-Box, Limited-Warranty. So, if less than 80% contact Apple Support, and see if you can get this serviced.
