Can't sent SMS messages or iMessages to Australia (from UK)

I keep getting "Not delivered!" "Message Send Failure" every time I try to send a SMS to Australia

So let me run through what I have done

1) Used full Australian telephone number: 00 61 (0) xxx xxx xxx

2) Used Australian number without (0): 00 61 xxx xxx xxx

3) Used Australian number without 00 or (0) 00 61 xxx xxx xxx

4) Tried using SMS

5) Tried using iMessage

6) Checked my phone contract (i.e. 'call plan' for N American readers) - yes, overseas SMS are are included

7) Contacted the person in Australia via Facebook messenger to check phone number etc.

8) Asked (via Facebook messenger) the person in Australia to send me an SMS - yes I received it. When I replied: "Not delivered!"

Any ideas?

To activate iMessage and FaceTime using your Phone number

First, check to know whether you have an SMS plan enabled at least for One SMS*** with your carrier. Contact your Carrier (Cellular Service Provider) the agency that issued the SIM to you

If your iPhone is used with a carrier not found in the wireless carrier articles, make sure you can send and receive international SMS. (One SMS*** Only)

If you can't turn on or sign in to iMessage or FaceTime - Apple ...

*** You may not have an SMS plan enabled by your carrier for the SIM/eSIM that you use on your device. Apple Inc does not provide SMS services.
