Not able to accept iCloud terms and conditions in Ventura

Another one of these questions, I know...

1. Prompted to accept T&Cs to continue using iCloud
2. Taken to System Settings (Which, btw, has been completely redesigned and looks terrible)
3. New T&Cs highlighted on left.
4. Clicked, taken to this screen (see screenshot 1)
5. Click on "Terms and Conditions" button
6. Taken to a grayed out overviw page of my iCloud / Mac (see screenshot 2) but there is nothing happens. No pop up with T&Cs, no button to click 'accept'. I think it's a bug and all iCloud options remain inaccessible and grayed out.
