How do you activate Image Capture?

I was advised that one way to get my iPhone photos on my MacBook is to use Image Capture but when I open it is empty and there doesn't seem to be anything to do.

MacBook Air 13″, macOS 13.2

Open Image Capture. Plug in your camera or scanner. Click on the Help menu.
