I understand I can use the "silence unknown callers" to send calls directly to voicemail but why can't I send just the ones that the phone is already correctly identifying as spam to voicemail? This doesnt sound complicated and makes more sense.

Because it’s not the phone that’s identifying calls as spam, it’s your cellular carrier. They do not integrate their system with the phone itself.
