Pls help. I haven’t backed up photos in long time. Today i decided to upgrade my iCloud storage. The problem is i have almost 11k photos and 2.5k videos. Yes i allow back up on my setting. But everytime i check my icloud photos on pc if there any new photos uploaded from my phone to my icloud, there is none? What should i do? Pls help. 🕳🧎🏻♀️Also I upgrade to 200gb. And my phone is 128gb.

No you can't see it unless your restore from the backup read here What does iCloud back up? - Apple Support
you can only view it if you sync to icloud but it is not part of the backup read here Set up and use iCloud Photos - Apple Support

You can't view your backups on icloud.com, what you're referring to is syncing photos to icloud.
