iCloud is not backing up all my photos

You're syncing photos to the cloud Set up and use iCloud Photos - Apple Support

You can only view data synced to the cloud not backed up.

Icloud is the wrong platform to do that. Download the google photo app, then backup photos to there.

Then you can safely delete photos off your phone to gain back storage.
