I can't open Safari on my iPad

My 2012 iPad has lost its Safari.It is in the dock, but the screen turns black when pressing safari

Safari not loading after iPad OS17.3 update After 17.3 update, Safari starts loading, then screen freezes, and I have do close out Safari. Sometimes it will finish loading eventually, but usually not. I do NOT have the problem with same update on iPhone 15 Pro Max.
