Do we take it, that the user was followed ALL the procedures on Reviving or Restoring a Mac Silicon Computer using Apple Configurator ?

Let us explain in more detail.

1. If you take or sent the computer to the Apple Genius Bar they may or may not be able to fix the computer issue on-site.
2. If they can not do this on-site, they may need to send the computer to their Service Centre to fix the issue
3. If a Replacement Part is needed, they would alert the user of this and ask permission to proceed
4. The Apple Authored Service Centre may have access to the same tools to evaluation what the problem is
5. They may also be able to determine if a Part is required and do the same, notify the user before proceeding

Having said this, there is not a Assumption that at Part is required

Sorry this is happening but is Apple Service can not fix it

I doubt we can as we work from around the world and do not have physical access to this computer
