I have updated my iphone 11 to ios 16 in order to pair with my new powerbeats 3 but it still doesn't show up on my iphone bluetooth to connect. SO what is the problem here?

Could be any one of a number of things.

Seems your Powerbeats need to be charged, and in discovery mode,in order for iPhone's bluetooth to connect.

Then,

If you haven't already, you might want to try wearing your powerbeats, 

and 

on iPhone:   Try Settings > Bluetooth > tap "Not Connected"
