How to stop hover click on mouse

Can't stop hover click by choosing accessibility flavors, they simply don't work. Ventura re-introduced the imposing of automatic click when hovering the mouse for 5 seconds. Can't figure out how to turn this "feature" off.

How to disable Control + Left Click = Right Click? Holding the Control key during a Left Click will perform a Right Click. I want to disable this. I want Control + Left Click to perform a Left Click with a Control modifier. Magic Mouse does not do the intended operation When I click on a link with the magic mouse, then maybe 4 times out of 5 I get "look up (word)" or a context menu, instead of what I want, which is usually y simply "follow link" or "open file". Why doesn't the mouse just do teh obvious thing, instead of all of this other random, irritating, useless behavior?

Had to turn off accessibility keyboard, then turn it back on to get the options to allow me to change default dwell action to "pause". The options have been well hidden!
