Hello esmy241,

Since your status shows you’re using an iPhone 11 on iOS 16, you should be able to locate the setting between Siri & Search and Emergency SOS in the Settings app: Use Face ID on your iPhone or iPad Pro - Apple Support

If the setting isn’t present, please be sure to back up your iPhone before moving to the next step: How to back up your iPhone, iPad, and iPod touch - Apple Support

We'd like you to reinstall iOS 16. You’ll place your device in recovery mode using the steps provided here: If you can't update or restore your iPhone or iPod touch - Apple Support

When you're presented with options, please choose "Update" and not "Restore". Once the process has completed, see if the FaceID setting is available now.

If you accidentally chose “Restore”, you can use the backup you just created to set up your iPhone again: Restore your iPhone, iPad, or iPod touch from a backup - Apple Support

Feel free to get back to us with any questions or problems you may have.

All the best.
