Found case and AirPods on the ground. I recharged them so the owner could see the location, but nothing came up with the lost persons contact information as I understand they were supposed to do. They are registered to an appleID, so return them to a store?

The owner of the lost device would have to set up any contact information before they lost the device.
Turn them into the police or lost and found of where you found them.
