iPhone does not save new contacts

iPhone does not see contacts. When you log into iCloud through a computer, you see all contacts, when you log into iCloud through an iPhone, there are no contacts. Moreover, the iPhone does not save new contacts

We'd like to confirm more details to better understand what's happening, along with ruling out some possible causes:

You mentioned that you're seeing all of your contacts if you check from the iCloud website, but not all of those show on your iPhone. Is iCloud Contacts enabled in your iPhone settings?
What exactly occurs when you do create a new contact from your iPhone? Does the new contact show on the iCloud website? The more details you provide, the better we'll understand what's happening.
When did these issues start to occur?
