All conversations in Messages became muted and new conversations start as muted

All of my Messages conversations on my iPhone got muted. Specifically, on the conversation list, if I slide a conversation to the left, there is a slash through the bell, indicating notifications are muted. I can unmute individual conversations by touching the bell, but it is cumbersome to have to do that for every conversation. But even worse, every new message conversations gets started as being muted. I can unmute it, but it seems like the default is to be muted.


I have no focus turned on, no "Do Not Disturb", etc. I'm on iOS version 16.3.1


This seems to be the same issue as Unmute all messages - Apple Community. But the solution on that support question was to do a "Reset All Settings" which seems like a huge sledge hammer that would cause one to lose every setting they have on their iPhone. How do I do a mass unmute of conversations and/or how do I change the default on new conversations to not be muted?

It would be a pain but doable to individually unmute each conversation that I'm interested in. The problem is that all new conversations start off as being muted, hence there is no notification for those.


In fact, even on conversations that are NOT muted, when my screen is off, I don't get a notification when a new message arrives. It's acting like there is some Focus or Do Not Disturb set, but I don't have either of those set.
