Apple Music Not Working On Family Sharing
I have added my family to family sharing but they can’t play music on Apple Music App. They are asked to sign up for a payment plan anytime they try playing music

Wondering whether you have an individual or family Music Subscription:
With an individual subscription only, yet with purchase sharing turned on,
family members should still be able to download any iTunes purchased music.
(The music app can still be used for some things, without subscription.)
What types of content can I share with my family? - Apple Support
Seems you would need to have the Family Music subscription for family members to be automatically subscribed to Music. (Everyone then has their own music library.)
