Yes. If iCloud storage plan is shared, all family members can use it. Those that currently have free 5GB plans are automatically added and those who already have their own paid plan can choose to keep it or go to the shared plan. See details in Share iCloud+ with your family - Apple Support


Only one plan can be shared with others. The above describes who can share that plan.
