Family member cannot switch to shared iCloud+ plan

I have a subscription to iCloud+ 2TB which I share with my family. One of my family members had already subscribed an iCloud+ plan up to 200 GB, before the invitation to join the family.

Since he was invited, nevertheless I am sharing the storage with the family, he can't switch from his iCloud+ plan to take advantage of mine.

"Switch from your personal iCloud+ plan to your family plan

If a family member is already paying for their own iCloud+ plan, they can choose to switch to your plan or keep their own and still remain part of the family. When they switch to the shared family plan, they get a refund for the remainder of their personal plan. They can't keep their current plan and use the shared family plan at the same time."


The person should be able to just cancel their plan and be covered by yours as long as they are already part of your family group.

Contact Apple about this but my interpretation is that he does not actively switch to yours, it is automatic when the cancels his.

And that's the issue, my son doesn't have any choice to switch. He can only see Apple Music, Apple Arcade and Apple TV. He can't see neither iCloud nor Apple Fitness.
