Apply lock screen photo effects to other photos (permanently)

I really want to replicate the effects from the Lock Screen photo editor onto other photos I have taken before I get them printed. For example low key, or duotone. But I chant find anywhere in Photos that replicates the lock screen capability, and also the lock screen applies filters to normal photos that Photos will only do to Portrait photos

Is there a way of applying those filters to ‘normal’ photos?
