My boyfriends phone got wet today and the apple logo keeps turning on and off, what do I do? I tried restoring it but it doesn’t work or maybe I’m doing something wrong

In all likelihood, it’s toast.
Make an appointment at the Genius Bar. The phone will have to be replaced.
Liquid damage is not repairable.
