My daughter lost her phone. Because 2 factor authentication was set up she can no longer access her iCloud email.
(She is in a evil loop, since she needs her email to recover her phone number).
How can she regain access to her email without her phone.
(I am trying to help her because she tried and failed)

If you don't have access to a trusted device or a trusted phone number to receive verification codes, you'll need to initiate account recovery to regain access to that specific account.
