Parental controls for 14 year old?

How do I set up Family Sharing/ parental controls for my 14 year old? He is now too old for a child account, but I do not think he is old enough to be classed as an adult, with full control over his screen time etc. Surely there is a way that parents can protect their teens from screen addiction, inappropriate content etc?
