Expanding Cells

I have a spreadsheet that has multiple tables. In several, the cell expands automatically to accept data. See here

In this one that does not happen

Is there a setting that is missing in the 2nd one?

If 'Wrap text in cell' is already checked then (with the relevant cells or rows or columns selected) go to the Table tab and try clicking Fit next to Height in the Row & Column Size section.

the strange thing is that in the 1st screenshot that table automatically does that without me having to manually do it

In that table you probably had not explicitly set a row height.

Once you explicitly set a Height (either by changing the value in the Row & Column Size section or by adjusting the height using your mouse) the cell no longer expands automatically. Clicking Fit will restore the default behavior.
