I constantly lose my Safari webpage, and I could never find it again it is so frustrating
I constantly lose my Safari webpage because I visit other places and I can’t get back to my Safari webpage. That’s the problem.

You can simply "bookmark" any websites, if you think you may want to visit them again. (More info: How to: Bookmark favorite webpages)
Else, we can open each webpage in a new tab,
(ie: How to: Open and close tabs in Safari on iPad – Apple Support)
which keeps the previously visited websites still open to return to.
or you can : Save webpages to read later in Safari on iPad - Apple Support
or even : Annotate and save a webpage as a PDF
