Basically long story short I lost my phone on a vacation 2 weeks ago, I received my replacement and logged in with my Apple ID and iCloud information, but now I can’t call, text or see any of my data. The phone says I have to manually put in my cellular data so how do I do that with out my old phone.

You might have done a backup of the device and then used backup to restore to new phone. It wouldn’t have saved the new vac pics, but it would make restoring a breeze.
Did you ever do a backup of device to iCloud or local to your system at home ?
