iPhone Puk code

I have a free government issued phone and when I try to get the PUK code from T-Mobile they said that they’re not allowed to look at it because it’s government issued. I can’t set up a T-Mobile account because my phone is disabled and they wanna verify my phone number. If I try to open with a different phone number they tell me it’s not right, so what am I supposed to do

The PUK code is the master code for your SIM card. As such, it has nothing to do with your iPhone, but your SIM card and the Carrier. You write that your SIM card is issued by the government, so you must have been given a phone and a SIM card at some point, so whoever you got it from has to help get it open again.
