Your problem is completely different from the OP. You need to contact your cellular provider as it appears your Apple Watch is not set up correctly on their network.
You haven't told us you have an issue connecting. The watch and iPhone MUST use the same Apple ID. Why did you change your Apple ID? Doing so is almost universally the wrong thing to do. You can change the email address associated with an Apple ID. You can change the Password associated with an Apple ID. But changing the Apple ID completely creates major headaches. As you are evidently finding out.
If you have changed your Apple ID on your iPhone, erase the Apple Watch and set it up again, using your new ID. You'll need to remember the Apple ID and Password you used to set up the watch.
Your Apple Watch only needs to be close to your iPhone for the first steps of pairing and setup, when the phone needs to see the watch display with its camera. After that the two devices can be anywhere within Bluetooth range (up to about 10-15 metres depending on obstructions).
And if you have a cellular Apple Watch, which has cellular service active on the watch, you don't even need to be within Bluetooth range of your iPhone. If your iPhone is on, you can leave it at home and leave the house and your watch will work without being near your phone at all.
If your Apple ID password has changed and your Apple Watch has not picked up the change (usually through the paired iPhone) that could explain why things are not working well for you. You need to get your Apple Watch back in your hands and get the Apple ID login issue resolved.

When I click on the General tab in the my watch area it asks for my Apple ID and then says
"Could Not Connect To Apple Watch" make sure your watch is nearby powered on and not in airplane mode. My watch is actually at my fiends house. I just wanted to send a text and he says it cannot see any of the texts I've sent.
Sorry, I misread your post. You didn't change your Apple ID. You just changed your Apple ID Password.
You need to sign back into your Apple Watch with the correct Password.

My AirPods won’t work of my Apple Watch when out of range of the phone. I have paid for cellular and pods are connected to watch. I can receive phone calls on watch
