Imported photos not showing up in "all photos" library.

Not all the photos downloaded from iPhone are showing up in the "all photo" library. Even though they were downloaded at the same time. Half can be found in the "Imports" folder and the rest in the "all photo" library. These photos are from 2 years ago and these are just some that I have found. I have 11, 000 in the imports so I have no idea how many more didn't make to the main collection.

Any suggestions on how to make sure all of the imports are in the main library?

And yes, I am up to date on operating system.

I have noticed too, that not all imported photos are showing in "All Photos" immediately. But usually the missing photos will appear in "All Photos", once Photos has finished to update the Photos Library and properly indexed the new Photos. I also noticed, that it will help to wait until the new photos are appearing in all Photos, before I try to work with them. Photos will be much more responsive, after the new import has appeared in All Photos.

Sometimes the new import will not appear in All Photos, where we are expecting it. This can happen, if the capture date is wrong. Then it will help to ctrl-click the photo in "Imports" and look for them with "Show in All Photos". Sometimes the photos will be shown in "All Photos" filed under a different Year than I would expect.
