Missing imports in Photos

I just tried to import some photos from my Android phone into Photos, much as I have done many many times in the past - drag and drop. Apparently the photos have gone to 'PhotosPromises'. No idea where that can be found. The pics don't show up in the 'last import' folder but are clearly on the hard drive as they are taking up 21 GB. Not space I can afford to waste on a 250 GB drive. The same issue has been reported by others but with no replies from either Apple or Google. Someone somewhere must know something about this!

Please help.

The "Promises" are a temporary cache, supporting items that are dragged and dropped, storing them temporarily. The users cannot access this cache and should not be noticing it at all, if all goes well, only in an error message, if the drag&drop is failing. It might be a lack of storage or incompatible or damaged items.

Are the photos still on your iPhone? Then try to repeat the import, but make sure, you have plenty of free storage, and do not drag directly into Photos but to a folder in your Pictures folder, so you can check the format of the dragged items. Only then try to drag them to Photos, but in small batches, so you can see, which items cannot be imported by Photos.
