I usually do big photo dumps from my iPhone to my mac's photo library every couple of months to save space. I recently moved my photo library to an external drive to save space on my mac. Today I tried to import photos from my iphone to the external library, but nothing happened after I clicked "import all new items". Is this a bug? What am I doing wrong?

Some users, having a photo library on an external drive not formatted as above, have recently observed that they no longer are able to import photos. We suspect that a recent update of macOS is the cause.

What format is the external drive? It needs to be formatted Mac OS X Extended, Journaled or apfs.

Actually the "cause" is that Photos needs to do lots of stuff that isn't supported by other formats. I mention this, because there is no sense in which this is a "bug" that will be fixed later. Rather, this is a failure of other formats to keep up.
Previously, people were getting into trouble with incompatible formats causing slow corruption in Photos Libraries, so to avoid this degradation in data, newer versions of Photos simply stopped connecting to Libraries that are on unsupported drives. Makes it a feature, not a bug.
