Look at the Device Manages in Windows:

Right-click on the Windows icon on the bottom of the screen, and then select "Device Manager". See if this is seen as a connected-USB device. If you have security software on it, then you may need to allow this device through its firewall settings. Also, restart your PC, seeing if it then shows up.
