my Apple ID on my PC (Windows) does not match the Apple ID on my phone and iPad and I cannot change it on my PC. Therefore, I cannot access the iCloud Library on my PC. I did recent change both my Apple ID and P/W on my apple products.

We’d be happy to help out. Prior to making any changes to your Apple ID, you would have wanted to sign out on all your devices. The email address associated with your Apple ID doesn’t change automatically on your devices.


It’s unclear what you mean specifically when you say you cannot change it on your PC. Is this because you cannot sign out of the current Apple ID showing on that device? If so, you might need to temporarily change the Apple ID back to what it was and then try again to sign out before updating to the new Apple ID email address.


This is outlined in the following steps from What to do after you change your Apple ID or password - Apple Support:

Open iCloud for Windows and click Sign Out.
• If you're signed out, sign in with your updated Apple ID and password. The data in iCloud will automatically appear on your device after you sign in. 
• If you're signed in with your previous Apple ID:
1. Click Sign Out. Depending on what iCloud options are turned on, you'll be asked if you want to make copies or delete iCloud data (Contacts, Calendar, Reminders, Bookmarks, Photo Stream) from your PC. Click Delete. Your data will remain in iCloud and will be updated on your device when you sign in to iCloud again.
2. Sign in with your updated Apple ID and password.

If you end up having to change your Apple ID back temporarily, follow these steps:

Change your Apple ID temporarily
Use these steps to change your Apple ID temporarily:
1. Sign in to your Apple ID account page.
2. Click Edit in the Account section, then click Change Email Address.
3. Change your Apple ID to the email address that iCloud is asking you to sign in with.
4. Sign out of your account page.

Then use the first set of steps again to sign out of iCloud for Windows successfully. These steps were outlined here: If iCloud asks for the password to your previous Apple ID - Apple Support
