Select TV provider apps for live/linear TV may support cloud DVR through the in-app settings, using the TV provider servers for storage of the recordings. An add-on to the plan with them may be needed (varies).
For VOD content, no recording is needed, as all of that is meant to be available on demand.

I don't think so. But you can download Apple TV shows to an iPad (or Mac) and watch them later.
If you are thinking of recording free-to-air TV then there are apps to do this (like HDHomerun) but they require a subscription and extra hardware (a TV tuner).
