Generally no as Apple TV's are streaming devices and not old school PVRs, in addition there is ZERO reason to record for most users as the content is available at any time! However some apps allow you to download some content to your iPad or iPhone, for example Netflix. When I travel on an airplane I can watch my Netflix content on my iPad if I have downloaded what I want in advance. Then when I'm on the plane, I simply open the Netflix app on my iPad, then go to the downloaded info and begin watching my movie, series, documentary, etc...
Other apps such as Hulu have an option where you can record some content. I use this as I am a Formula One racing fan and Hulu is the tool I use to watch it. I don't want to get up at 2-4AM to watch a race so I use Hulu to record it and then I can watch when I want.
So the answer to your question is not a simple yes or no, you have to be more specific to get the information you want.
