My phone is only showing apple logo and not turning on, due to exposure to vaporized water. Noting that is is charging normally once the batter is off. My icloud is full and most of the pictures was not backing up, is there a way to get them? I don't want to do software and lose my pictures.

Sorry, but if your iPhone can't start anymore, your data on the iPhone is gone.
However, you can log into your iCloud account and transfer the photos, that have already been stored in iCloud Photos, to your computer:
