Universal Control and Sidecar don't work

Hi,

I have MacBook Air m1 (OS Ventura) and iPad Pro 10.5 2017 (iOS 16.1). I have tried almost everything suggested on internet, but it doesn't work. Logging out on both devices, restarting, connecting via cable, turning off and on bluetooth, airdrop, handoff, disabling firewall, closing universal app in activity monitor...and still both universal control and sidecar don't work. Also there is no + sign in displays card in system preferances.

Only thing that I haven't tried is changing account, because I have some apps that I bought and don't want to lose them. Is there any other solution that I haven't tried?
