I have some Voice Memos recordings that I would like to transfer from my watch to my phone, but my iCloud is full, so it does not automatically sync with my phone. Is there another way to send a voice memo to my iPhone from my Apple Watch?

Not really. Once you have committed to iCloud Photos you will have to increase the storage plan as they build up. That is the whole Apple, Google or Microsoft marketing plan.
If you have a computer you can download all the full resolution copies then turn off iCloud Photos and manage them on the computer.

No, you will have to reduce iCloud storage items (which should never be allowed to get full) or increase the storage plan.
Is it possible to prevent my newer photos from being added to iCloud? I currently have 1,487 photos and 194 videos that are just on my devices.
